"Partnership for innovation -P4I" project
A part of a greater Central Asian regional four-year program (2019–2021) aimed at introducing effective mechanisms for the development of civil society and engaging citizens in public administration in Uzbekistan.
Key activity areas:
- Supporting the activity of public councils established under state bodies and local authorities;
- Supporting the CSOs' initiatives on enhancing public participation in decision-making processes
- Strengthening the capacity of CSOs and assist them in becoming more prepared and constructive in interactions with state bodies and local authorities
Preliminary results:
✅ Special CSOs coworking zone is established;
✅ 5 pilot public councils under the state bodies and local authorities are supported by awarding small grants;
✅ the National public council’s forum was held, vital issues were discussed, more than 20 recommendations were introduced to the government;
✅ 10 pilot NGOs were selected and awarded with small grants for organizational development and capacity building;
✅ 5 small grants awarded for supporting the CSOs' initiatives on enhancing public participation in decision-making processes;
✅ In total, 1.3 billion sums were awarded to the CSOs as small grants;
✅ Social Innovations Laboratory was held and seven social projects were supported;
✅ CSOs Web academy has been launched in Uzbekistan, five courses were translated into Uzbek language.
Program is being implemented by Nationwide Movement Yuksalish in partnership with the Civil Society Development Association ARGO of Kazakhstan, with the support of the United States Agency for International Development (USAID).
The research project "Youth of Uzbekistan: aspirations, needs and risks"
A two-year project (2019-2020) aimed to study the basic needs and aspirations of the younger generation for further creating enabling environment empowering them in education, employment, migration, family, employment, ecology and media literacy.
Preliminary results:
- ✅ 5Two strategic dialogues were organized in Tashkent:
- ✅ 5February 1, 2019 - "Priority tasks of reforming the system of social protection of children in Uzbekistan".
- ✅ 5June 25, 2019 - "Human Capital Development: Education for the Future"
- ✅ 5Dialogues "The voice of youth is important" were organized in Nukus, Muynak, Urgench and Fergana cities, where 120 young people aged between 14-30 years participated at.
- ✅ 5Important proposals have been received, including the promotion of book reading by creating book corners and small libraries in public places, organizing career centers in regional universities.
The research project is implemented by the Nationwide Movement “Yuksalish” in partnership with the Youth Union of Uzbekistan with the support of UNICEF.
Cooperation with the Ministry of Justice and the "Development Strategy" Center
The goal is to build the capacity of representatives of national media in matters of professional ethics and analytical journalism to ensure objective coverage of ongoing reforms in the regions of Uzbekistan provided for by the Strategy of Actions for 2017-2021.
Project Results:
✅ 5 zone trainings were organized for representatives of print and online media from all regions of Uzbekistan.
✅ 120 journalists from all regions of Uzbekistan were trained.
✅ A special web platform (www.tahlilmedia.uz) was created, about 100 materials of training participants are posted on it.
✅ A model Code of Professional Ethics for Journalists of Uzbekistan was developed and published in the public domain.
✅ A draft law has been developed aimed at increasing responsibility for obstructing the professional activities of a journalist.
The project was implemented with the support of the British Embassy in Uzbekistan.
Cooperation with the National Television and Radio Company of Uzbekistan
Implementation of public monitoring of reforms in the field of business, socio-economic development, state and social construction, as well as the implementation of adopted programs through direct dialogue with citizens and entrepreneurs.
Primary activity:
- Conducting public monitoring of the implementation of reforms;
- Conducting consultation meetings with representatives of the public and civil society institutions.
Preliminary results:
✅ Monitoring of the implementation of the Strategy of Actions in the Year of Active Investment and Social Development was carried out in all regions of Uzbekistan.
✅ The analysis of the monitoring results was carried out and proposals and recommendations were prepared.
The project is implemented in partnership with the Women's Committee of Uzbekistan, the Human Rights Commissioner of the Oliy Majlis (Ombudsman) with the support of the Konrad Adenauer Foundation of Germany in Central Asia.
Special monitoring events "Public oversight over the implementation of state program for 2019 through direct dialogue with the people".
Monitoring events include direct learning the status quo, consultation meetings with CSO representatives, stakeholders and impact assessment. Results of the monitoring events are introduced to the government and published at mass and social media.
Special monitoring events are organized in partnership with the Women's Committee of Uzbekistan, the Human Rights Commissioner of the Oliy Majlis (Ombudsperson) and representative office of Konrad Adenauer Foundation in Central Asia.
Transparent and inclusive governance through innovation and collaboration between civil society and local authorities."
The overall objective of the project is to enable civil society to engage
as actors of governance and development in Uzbekistan. The project aims to enhance the capacity of civil society and local authorities in Khorezm, Kashkadarya and Fergana regions through networking, innovation and the establishment of Public Councils.
Project implementation period: 2020–2022.
The planned impact and outcomes will both be realized by achieving the following four outputs that also closely align with the four priorities set out in the CfP9;
Project activity:
✅ Increasing the capacity of 30 CSOs to perform their role as independent development actors is increased;
✅ Raising the capacity of 30 local authorities to be efficient, responsive, transparent and accountable before the public;
✅ Mainstream the inclusive governance processes and public oversight through Public Councils;
✅ Promoting the meaningful and structured participation of civil society in domestic policy-making.
The project is being implemented in partnership with the Agency for Technical Cooperation and Development (ACTED) with the support of the European Union.
